Louis Charles Doeltz (1848-1929), born in Germany, worked as a gardener, landscape designer, and grounds supervisor in Santa Cruz. In 1885, he built a "rockery" around the Mission Plaza fountain, which may be the one that remains today.

After the Phelan family acquired the Point Santa Cruz land in 1887, landscape designer Rudolph Ulrich laid out the grounds and Doeltz was hired as grounds supervisor.
