Francis Edward Morgan (1857-1940, Harrison p.290-291) was born in California, third child (of nine) of John W. and Jane Morgan. The family settled in the Soquel area in 1860.

After graduating with a medical degree from Berkeley in 1881, Francis Morgan became a doctor in Santa Cruz, and was appointed county physician in 1886. He was elected to the combined county offices of coroner and public administrator in 1886 or 88, and was reelected at least once.
