H. E. [Hampton Emmett] Makinney, according to McCaleb, was born in Ohio and came to Santa Cruz in 1866. At one point, he was a notary public in the law office of William Jeter, and was later elected as County Clerk. SWC notes that architect Daniel Damkroeger "made a map of Santa Cruz with H. E. Makinney". Makinney later partnered with L. J. Dake in a land title company.
