Josef Bolcoff (1794–1866) was a native of Russia, and one of the earliest non-Spanish immigrants to Santa Cruz. He became a naturalized Mexican citizen, married a daughter of the Castro family, was grantee of Rancho San Agustin, and later Rancho Refugio, served as mayor domo and alcalde.

Riptide (CPL14) has a profile of a man named "Pedro Richar" (Pierre Richard 1828-1873), a native of France who married Bolcoff's daughter Lucia.
