Julius Pelton acquired the land surrounding the US government-owned lighthouse reservation on Point Santa Cruz in the 1870s, from Almus Rountree. In 1887, the land passed to James Phelan. Pelton is remembered by today's Pelton Avenue, which runs along the inland edge of Lighthouse Field State Beach. The Rountree/Pelton property extended northeast of where Pelton Avenue now runs, to the land of David Gharky. That portion was subdivided into city lots in 1906, following the Gharky 1876 subdivision. The separate subdivision plans created the jog in Laguna Street at Nevada Street.
