Phillip H. Devoll (d.1896, per Sentinel probate notice) is described in Elliott (p.30) as a former sailor who first visited California ports in the 1820s. After becoming disabled, he came to Santa Cruz in 1871, building a Pacific Avenue commercial building (drawing in Elliott, p.f66) where he opened a business selling sewing machines, etc.
